The suggestion is that pll freight vessels from New Zealand should be diverted the west of North Amsrici Hilf the vessels woald ca - ry equivalent freights o ving to the short voyige and through a sea e’ear of submarines. I suggest that this proposal is cf sufficient importance to justify it being communicated at once to (he Acting Prime Minister."
