treasurer’s report on receipts and EXPENDITURE FOR 1916-17, AND APPORTIONMENT OF REVENUE TO SEPARATE RIDINGS FOR 1917^18. Sit and Geuthmen, — I have the honor to report in accordance wirh the resolution of the Ooaocil ou the finances of the past year, and to submit the following for yoor guidance in connection with the apportionment of the revenue for the current financial year in terms of the provisions of the Counties Act : Tba financial year which closed on March 81st last gave the following general revenue, exclusive of special grants : £ s d

The total of those acc junta was £3219 8/9, which left a surplus for the year of £540 9/7. This has reduced the net debit balanoe for the year from £4380 6/11 with which the accounts opened on April Ist, 1916 to £3,839 17/4, at which the aooount closed on the3l*t, March, 1917, a not unsatisfactory result for the year in view of increased charges for labor and material, and the fact that expenditure on account of grants expenditure was considerably less owing to war conditions. The fallowing is the Separate Riding expenditure for the past year, as referred to in the foregoing paragraph— SEFARATB RIDINGS ACCOUNT. Expenditure for the twelve months ended March 31st, 1917,

Note —Average expenditure for month, available, £265 ; aotual £269. For the current year (1917-18) the estimated revenue is £8,500, and the estimated general expenditure (apart from Separate Riding Accounts for district roads) is £5,300 leaving aa estimated surplus of £3,200 for district roads expenditure. The sum is to be allocated according to revenue for the past year. The revenue of £8,838 8/8 has been separated to the respective Ridings

Tbe next consideration ia (he measure of help for those Ridings which show a financial weakness to carry on district roads maintenance for the year. To secure an allocation eqnal to the possible requirements it appears to be necessary to borrow £750 from the Riding accounts as follows —Rima Riding £550, Totara Riding, £IOO, Oillmans Riding £SO and Stafford Riding £SO. This sum to be apportioned ns follows—£2oo each toArahura, Kanieri and Kokatahi Ridings, £IOO to Okarito Ridings and £SO to Okuru Riding. Tbis temporary adjustment gives the following working allocation
