SOLDIERS’ VOTES.
Mr T, F. Martin, counsel to the Municipal Association, in giving an opinion on soldiers' voting for the Borough Council, says :
“If a soldier has at any time had his permanent home in New Zealand for one year and has during the three calendar months last past had his permanent homo in your dbtrhr, 'ns has the residential qualification* g<voa by Siction 3, Municipal Corporations Act, 1910. This section does joc require that the residence in New Zealand shall be for the one year :t just past.’’
Where a soldier’s permanent home was in your district immediately before he went into military service, his “permanent homss” during the three months last past ia deemed to have been ,in your district, notwithstanding that during all or part of that time he was in camp in New Zeahn'd or was out of New Zealand on military service,
Subsectiou 3, of S3Ction 3 providsi teat “a man shall bo deecmad to reside in the place in which ho has a permanent horn.*.” The word “reside” occurring in the prescribed claim fer enrolment is governed by tbo 8->id sab-section 3 and must be read and interpreted accordingly.
