Mr T, F. Martin, counsel to the Municipal Association, in giving an opinion on soldiers' voting for the Borough Council, says :

“If a soldier has at any time had his permanent home in New Zealand for one year and has during the three calendar months last past had his permanent homo in your dbtrhr, 'ns has the residential qualification* g<voa by Siction 3, Municipal Corporations Act, 1910.
