Theodore Wolff, writing to the l’ageblatt states the Kaiser’s reforms must include equal voting and must be extended to constitutional limits, otherwise a sound foreign policy is impossible.
The Vorwaorta insists that the, feforrns must apply to the whole Empire.
The Local Anzeezsr states the reforms will have an immense influence internally and abroad.
