German Agents. LONDON, March 23. • The ‘Observer’s’ Berne correspondent says that several German agents including two prominent Socialists last week approached the Russian colonists and political refugees in Switzerland and urged their return to Russia and to use their influence for peace. Large sums were offered together with safe conduct through Germany.
