PETROGRAD, March,22 General Russky is believed to r have been a direct agent in persuading the Tsar to abdicate. The Tsar while on route to Potrograd, learned
of the revilution. He met. General Rimsky at Pskoff, saying that he liad decided' to grant a responsible 31 inistry. General Russky saiil the manifesto was already signed. General Russkv conversed with M. Ro/.ianko by 'telephone for two hours, and convinced the Tsar that lie must abdicate. Ho communicated the communication to l’rjiice Alcxielf, the Grand Duke Nicholas and General B.ruffloff, who all considered abdication necessary. General Russky informed the Tsar, who accepted Ins advice.
