PETROGRAD, March 12. The military commandant has issued a proclamation regarding the disorders of the last few days. It acts regarding violence and attempts against soldiers and police. It forbids assemblages in the streets and warns the inhabitants that tne troops are ordered to use their weapons, if necessary, to preserve order.
