THE DOMINION COMMISSION

Its First Report London, March 2 The Dominions Commission report on Canada states there is a strong under current of opposition to emigration to Canada as now carried on, particularly among wage-earners in the citie?.

The Commission agrees that lh9 objection to creating a suip’us of labor in the cities is well founded. Too much attention has hitherto been devoted to attracting immigrants, and little attention to equipping them. The report emphasises the growing shortage of agricultural land available for settlement in Manitoba, Saskatchewan and Alberta. If the demand for land, after the war is equal to that before the war, it will exhaust the available Government land within four years.

New Zealand Government’s subsidising of steamship services considerably assisted Canedian-New Zealand trade. It is regrettable that British shipping companies to Cicada sometimes charge lower freights to foreiga goods than British geode and some ship longer distances. The Imperial Government should impose a control of rates upon cable companies before renewing their landing licenses. Existing proas rates between Canada and Uuited Kingdom are over high, compared with AogloAustralian press rates. Canadian newspapers, Government and the Gable Companies should reorganise their press service, The Commission was greatly interested in W. G. Conley’s suggestion made at Winnipeg that Australian and Canadian newspapers should unite for a new service, which the Australian .Press Association could supply to Australian and New Zealand newspapers. The Commission deals with a State controlled Atlantic cable, in its next report.
