The Swiss Minister, acting for the German Government, has notified the State Department that Germany is holding as prisoners 72 African sailors on the steamer Yarrowdale until the assurance that crews in American harbours are not imprisoned. The development was nnexpeoted and has caused some amazement. London’s Streets. (Received Feb 14, at 9.15 a.m.) London Feb 13 Enquiries at the Agencies engaged in social work, show ganeral agreement of th 9 baneful influences abroad in London street.?, but the recent articles in newspapers are calculated to convey an erroneous impression. Mr W. A. Coote, secretary of the National Vigilance Association states he considers the statements in regard to the present conditions of the streets being a peril to home and colonial troops, is very much exaggerated. The streets are not so bad as before the war, chiefly owing to the absence of the foreigu element, men and women, who were such a serious menace before the war. We made a careful investigation of the condition of the Strand at night time, which did not support the statements in the newspapers. Similarly there was little ground for the complaints of Victoria Street, which was a rendezvous for colonials. Internal Germany Berne, Feb 13 Mr Gsrard refused to discuss politic cal matters. Ha estimates there are only three hundred pure Americans remaining in Germany. All were advised to leave. A Sensation Copenhagen, Feb 13 The departure of two American meichant steamers for the blockade zone has oaused a sensation. Berlin newspapers hold the American Government responsible.
