Submarine Attack.
LONDON, Feb. 6. An Admiralty report says: Tbe cuptain of tli© American steamer Westwogo reports that on January 31st a submarine ineffectively fired five shots off tli© West Fastnet, and demanded oil or threatened to sink her if she refused. AMSTERDAM, Feb. 6. The Reichstag meets on February 22nd, when Count Holhveg will make a declaration of the submarine policy.
