If wo fail to get tho necessary staff by voluntary means the Government would be guilty of the grosses dereliction of duty if it did not resort to legislation.

The submarine campaign was Germany’s set policy, and throughout the years it had been taught in their schools. Wo must build ships to protect our merchantmen in order to demonstrate that murder on the high seas was futile. We could do it and the German nation must be punished.
