A Definite Intention. (Beceivod Feb 3, at 9, a-m.) Washington, Feb 2 The memorandum delivered by Count Bernstorff with tb9 German Note, differs somewhat in. substance from the Note momorandnm. It states, inter alia, that Germany is unable to further forego the full use of submarines. United States will realise that tho Allies determination to destroy the Central Powers, gives back to Germany the freedom of action she reserved in her Note' to United States on 4th June 1916. Germany, therefore, will forcibly prevent, within the barred zone, all navigation including neutrals, to and from England and France. All ships met within that zone will be sunk.
