Massey and Samoa.
LONDON, Jan. 24. Mr Massey states that the Empire Council will r undoubtedly proceed when General Smuts arrives. It.is impossible to await for the Australian representative. On behalf of New Zealand he intends to fight hard against the return of Samoa to Germany.
