The cause is the curious jumble of ancient ritual anti modern superstition. The attitude of tlic average Russian is one of bewildered suspense. Ho awaits-developments with a stubborn faith. It is unwise to exaggerate the present mood which is essentially ephemeral. The Czar’s rescript is a most favourable indication of Russia’s devotion to tlio Allied cause. LONDON, Jan. 23. The “Morning Post’s Petrograd correspondent reports much unrest over the dire failure of communications preventing food reaching the cities and towns. There is a wasteful, costly system of distribution, and the whole cost falls upon the consumer. The rescript aims at re-orgamsmg the railways, waterways and national interests.
