NEW YORK, Jan. 23. Ex-President Roosevelt says it is ridiculous for President Wilson to talk of a world peace when he was unable to enforce peace with Mexico. His talk of righteousness when America was not prepared to take emphatic action against Germanys hideous outrages in Belgium is insincere.
