Russell states that as the calling up of the second line of reserves under the Military Service Act is within measurable distance, it has been decided that so far as applications for passports and permits by men belonging to that division are concerned, the administration would be considerably lightened in future. The mere fact that members cf the Second Division desired to leave New Zealand for business purposes would not be considered sufficient justification for his departure, and as in the case of the First Division, applications' for passports would be only considered where tbe circumstances were of an exceptional nature.
