Wheat Scheme. WELLINGTON, Jan 16 The Government’s wheat scheme is practically settled, and the main lines have been cabled to the Hon. W. F. Massey and Sir Joseph Ward to ensure their confirmation. The Hon. W. D. S. 'MacDonald states that the Government is prepared either to Huy outright or guarantee a minimum, which, of course, will be lower than if tho Government took the whole crop from tho farmers.; The position has been made somewhat difficult by the strong criticismof the farmers’ demands causing tlienr now to take up a passive attitude which makes progress in the negotiations slow, but Mr. MacDonald hopes soon to clfoct a satisfactory arrangement. , ■ !■! m II
