LOWER HUTT BOROUGH COUNCIL.

Tho regular meeting of the Hutt Borough Council was held on. Monday evening. There were present, the Mayor (Sir Alex Roberts), and Crs. A. Meßain, W. G. Meldrum, D. S. Patrick, A. E. Carver, F. Campbell, J. Mitchell, A. Grierson and A. J. Hobbs. Before taking the ordinary business of the meeting the Mayor expressed the I delight of himself and at seeing Cr. Meßain back in his seat again. after his long and serious illness. His Worship took the opportunity of congratulating- his colleague on his recovery and;hoped that he would be spared for many years to work in the interests of the borough. . Cr. Meßain saidi it was difficult for him to express his great appreciation for the many kindnesses he had received from innumerable friends when, in hospital ancL he thanked the Mayor and his fellow councillors for the kind way they had received him back. ' Mr R. Burke, chairman of tlfe Hutt Valley Headmasters' Association, wrote thanking the council for the arrangements made in regard to the juvenile library. The, Hutt Valley Electric Power Board wrote, thanking .the. Council.for its offer to collect consumer's acebunts and stated that the Board did not consider the expense was warranted at the present time. Petone Borough Council advised that the letter regarding the proposied ramp at the Petone Railway Crossing will be submitted* to the" next meeting of the Local Bodies representatives. Cr. Grierson was again appointed as , the council }s representative on the Pe-. tone Technical' School Board of Managers, t Petone Borough Council advised that it had considered the report on the amalgamation of the two boroughs 'and wouldl be pleased to discuss the matter at a convenient date. It was agreed to hold a special meeting for the purpose on Mon • day 18th inst at 8 p.m. : NOXIOUS WEEDS On the recommendation of the By-laws Committee it was decided that "broom, fennel, gorse, and hemlock should be de^ dared noxious weeds within the borough. TRAFFIC CONTROL The By-laws Committee reported havl ing received an offer, which had also been made to "Upper Hutt and ;Petqne 'Borough Councils regarding the control of traffic per means of a motor cycle. It was decided to discuss the matter with Petone when meeting that council on 18th inst. BUILDING WITHOUT PERMIT Ajl application was received from',the solicitors of a person who had built without first obtaining a permit and asking for permission to complete the drainage and plumbing in the house. As it was considered, that to agree to the request wotild) be to condone the offence of erecting without a permit. The request not granted. FIRE SUB-STATION It was decided to purchase from the Lands Department, two sections in-Haw-kins Street for the purpose of a fire substation site. PETROL RETURNS In compliance with a request made by Cr. Patrick at a previous meeting, a Teturn was presented showing the firms from whom petrol and oil had been procured for year ending 31st March last. The total amounts were petrol £654/10/2 and oil £168/14/11. ■ . Cr. Patrick.said that when the bowser was installed they were promised that a saving in the cost of petrol would be mafic. He thought the charges Were heavy and asked that a further return, be made snowing the figures for the corresponding period last year: It was agreed to supply the information at next meeting. TRAFFIC ISLAND. It was reported that the traffic island at the western approach to the new bridge was completed and that the estimateai cost had been £185 and the factual cost was £160. MELLING BRIDGE The engineer reported that Melling Bridge required attention and was . instructed to supply estimate of cost for the. next meeting. ' TENDERS FOR SUPPLIES It was decided that in future all tenders having been accepted by Works .Committee.be..incorporated in the!:' Com* mittee's report, to Council. , BUILDING PERMITS During the month of July the follow

ing building permits were issued: — 24 dwellings in wood, value £21,675 1 dwelling in brick or concrete, 1 value 1000 4 additions and alterations , 816 7 garages 210 9 shecs and outbuildings 535 1 otner braiding 1480 1 additions to other buildings 1005 47 £26,721 This places Lower Hutt third highest for buildings permits for the* month in the Dominion. TRAFFIC Motor patrol was carried out on four evenings during the montli and traffic control carried out on race guvs, Saturdays after football matches, and daily in the main street. 24 cases of by-law infringements were heard at • the Magistrate 's Court and convictions obtained in each instance, POPPY DAY FUNDS Seventeen, returner] soldiers were started during the month and have been ent gaged clearing footpaths arid bei-me. A second gang of ten men will be given employment for the same period as the first gang. [■'■'■ UNEMPLOYMENT LOAN Astart has been made to prdvide work out of tho £8000 iinampioynient loan. Some 20 men are at present employed and this number will be increased .as. soon as the work is properly organised. • ': . , ■",■■ ■•' ~ ■ Cr Campbell reported that he. had received a letter from the manager of the . Bank of New Zealand asking that the overdraft on the Moera Hall account be reduced. Cr.. Campbell said that the present management of: the hall was not entirely satisfactory anrl it might be necessary for the council staff to take it over. The matter was referred to the Finance Committee.
