I A meeting of the Lower Hutt Borough | Council was held on Monday evening. •Present: The Mayor (Sir Aiex:. Roberts) [Councillors A. J. Hobbs, A. GTierson, J. I Mitchell, F; Campifcll, -A. E. Carver, T#V G. Melvlrum, J R. Boyd and D. S. Patrick. ■ ■i Before the business Sir Alex Roberts made feeling references to the loss the country had sustained, in the death of Sir Joseph Ward. He moved that the Lower Hutt Borough Council desire to [ place, : on record its appreciation of the distinguished service rendered to the Doniinion by the late Sir J. Cr. Ward during a long period of public life, and to convey to the members of his family the sincere sympathy of the burgesses of the Lower Hu£t in their bereayemeni;. /Phe motion was carried in, silen,ce. The Mayor also made f eel^Lng. reference to the desfth of Mr Allan MacasMli who h,a.Qi. seirved.tjiree ternas. on the Council.! He refeijred to the high esteem in which he wa^ held and moveoi that a letter of sympathy be forwarded to his relatives, .
The motion was carried in silence. . The H.V: Electric Power Board wrote enquiring if it would be possible to arrange with ,the Council for the collection of consumer's accounts. The Town Clerk reported that he considered that the work could be undertaken. He considered a charge of £100 would be a fair charge. The General Manager estimated that the annual amount collected would be about £6000.^ The Mayor moveiTthat a charge of 1J per cent be charged with a minimum of £104 per annum. Cr.. Campbell' secondedl. Ci\ Patrick stated that he did not chink the Council should undertake the. work. The collection of accounts could 6e undertaken by private firms. | " Cr. Grierson thought they; had quite enough to look after their own .affairs.. Cr. Meldrum thought the. Board could : establish their own depot in Lower Hutt. He did not, like the idea. i. • Cr. Mitcheil said, the charge should be &£ per cent with a minimum, of £125. "After, discussion the Mayor. Withdrew ids motion and. Or. '■". ;'. , The Mayor, stated that he considered the pr,eseiit'time inopportune, for spending so large a sum of money. Cr. Campbell: Well we can all be Milad until we can. afford to be Itept alive; . Cr. Hobbs said they should oppose the oilli The erection, of a ramp would create other dangers. His experience was that , when a crossing was known to be dan--' I- gerpus, very few accidents, occurred. He: : thought the Coumcil should oppose the passing of the billMt was no use sitting on the ; fence. - Cr. Bbyd said,, that now the Petpne Workshops had been removed the- same danger did not exist. If-they' allowed the bill to pass them-they admitted liability of the Councils • . - ■ Cr. Carver thought that more up-to-date signal devices should be established. The M^aybr stated that they should i not give j?etone the cold shoulder as Petone paid a share of their new bridge. He moved that Petone be.asked to postpone the bill until next session. . Cr. Mitchell- seconded. —Carried. : The Engineer reported' that for the month 61 building permits had been granted at a cost of £49,49£ > v" ,' ; The Mayor stated that the Banger had no report to make and had earned' a pair of wlrite gloves. Cr. Patrick stated that complaints were rife about the stray cattle in Itod*ny and Trafalgar Strets. It was decided1 to refer the matter, to the Banger. Cr Patrick moved that a return be presented showing* the cost of motor transport. . It was decided to go into the report on amalgamation at the next meeting. Building Without a Permit.—Your j Committee has. to report that another in- j stance of a builder commencing a building before having obtained the necessary permit has been brought to its notice,: and it has instructed that the offender be proseeiited. '
Application to Instal Maehinery.-r----:An application, lias been made by Mr Baldwin to install a circular saw at his 'Wood and coal yard in Bandwiek Road, just at the foot of the ramp, and your Committee has to recommend that hia application be granted. Fire Brigade Matters.—The Brigade reports having been, called out to. five fires during the period ended June 12th. The motor and appliances and the street alarms are all in. gooot working order bat it is regretted that in wet weather the Firemens' house bells are causing trouble and the fault has proved- very difficult to locate. • Messenger C. Bartley has been promoted to.the position of Fireman as from the 12th June, and Council's confirmation is desired. Pointing Fire Station. — : When the Firfe Brigade Station was erected the pointing of the brickwork was, for some reason, not done. Some of the joints- are showing signs of wear and water is finding its way into the building; Tenders, were called for finishing the work and your. Committee has to report having ac-cepted-the tender of Mr B. Ball "for the sunvof £50, and instructed that the work ,fbe gut in hand immediately, . :>. ...? Councillor Patrick' reported that he had been approached by representatives of the Headmasters' Aasociation with a view to Council, lending some assistance,-to the foimal^pn. of a School i^ibxajy for the primary schools of the Valley. Cr. B^obbs stated that the Librarian ' considered the proposal wduld 'act [ against the Juvenite Library. What was ; wanted was a supply of new books. \ Cr. Patrick thought that if the Juven(lie section was handed over to the' Head• masters' Association it would be successful. They should vote the Association £10 10s a year for new books.
