A meeting of the Lower: Hutt Borough. Council was hekl ion Monday. Present: Mayor (Sir Alex Roberts), Councillors A. J. Hobbs, A. - Grierson, A. E. Carver, D. S. Patrick, Dr. Boyd.

Leave of absence was granted to Crs, Meßain, Campbell and Meldrtun.

C. C. Odlin wrote forwarding a petition from the residents of Ludlam Crescent, between. Penrose Street and Belle: vue Road, protesting against the proposed changing of name in that portion of Ludlam Crescent.

(Mr Marshall wrote- expressing the hope, on behalf of an old identity, that the name'of the older residents will not be eliminated jn the proposed alterations to street names. ~

Mrs Helen Allen and others wrote protesting against the elimination of' the name Bloomfield Crescent.

It should be pointed! out that Council "does not own any land in this vicinity and this location, if approved would necessitate the purchase of the necessary site. k Proposed £65,000 Loan. —Your com- * mittee has to report that the Loans Board has given-its sanction to the taking of the poll in connection with the above proposed loan. The Board has approver of the raising of the portion of £30,000 for. a period of seven years and the balance of £35,000 for a period of thirty years, and was not prepared to eqsste the terms for the whole of the loan owing to the wide disparity in the estimated life of the sealing work as compared with the remainder of the work included in the schedule. The Board also requires the establishment of a sinking fund of not 'less thani'£l2 5s per centum per annum in connection f?ith the. £30 000 portion bf the loan. This^together with the payment of interest at the rate of 5f per cent would mean tihat. this portion of. the loan would be costing the ratepayers 18 per cent per,annum,during its life. Your committee does not, at this stage, feel that it can recommend Council to proceed with the loan poll and has arranged for His Worship tfie Mayor to confer with the Public Works Department and, if necessary,:the; Loans Board in an endeavour to arrive at terms moTe suitable to the Council.
