HUTT VALLEY GAS
BOABD AND COMPANY. SUMMARY OF PROPOSED
BILL.
: A summary of the provisions of the Petone and Lower Hutt Gas Lighting Amendment Bill, 1929, which is to be introduced into Parliament this session to legislate the agreement between the Petone and Lower Hutt Gas Lighting Board and By-Product&, Ltd., was .contained in a letter received from the board's solicitors at the meeting of the board on 10th inst.
_ The letter Was as follows: —"The powers conferred upon the board are: (a) To obtain gas f r-oni the company; (ib) to supply unpurified gas for any purpose not domestic; (c) to acquire at cost at any time mains or works laid, on 'behalf of the company as hereinafter mentioned; (d) to connect branches and extensions to any such mains; '(c) to -borrow bA overdraft for the purpose of-laying mains on behalf of the company and to borrow without a poll for" the* purpose, of taking them . over; (f) to purchase, take on lease," or take lunder-the Public Works A'et land far any purpose of the board, and dispose of the same when not required. \ln ad■ditnon the Petone and Lower Hutt Gas Lighting District is extended to include Eastbourne, Upper. Hutt, and tie Wainui-o-mata, Epuni, Mungaroa,- andHeretaunga Ridings of the Hutt County, together with that portion^of the Horokiwi Riding on this side r of the western watershed of the valley. There is also the obligation upon tha [ board to . lay any mains required by. the company at the expense of the com pany, and to collect payment for gas supplied through these mains upon a | basis of remuneration to be arranged.- ---| Further, it is a condition precedent to [be fulfilled before the board makes any;. contract of any kind with the company that the latter 'a share and- debenture | capital or its capital assets within New. | Zealand shall amount to £200,00<L There is adequate provision for arbi-i tration in case, of any dispute as to details. Glauses to the following effect have been inserted at the request o£ ''Mr. Norwood (on behalf of the com^ pany:—(a) Tthe Governor-General may. empower the company to sell gas ont^ side % the board's district on such con-flit tions as he thinks fit, subject tothta consent of any. borough councils and town boards concerned; (*b) if tlie coidpany desires to supply the Wellington Gas Company it ia- empowered, sub. jeet to appropriate safeguards, to lay, for that .purpose a main or mains from ,its works to any point or points on the boundary of the Wellington Gas Com-. Ipany's territory; (c). subject to condin tions to be imposed by the Minister o£ Puiblic Works after consulting the local authority concerned, tie company may. lay pipes for carrying liquids to, any. point desired."
The chairman of the board (Mr. W., Gr. LoddeT) said that he had gone carefully into the provisions of the Bill, which he though covered ■everys thing the board desired. The additions required by the company were quits in order,, and the board could not d'«n
mur in any way.
The member for< the district (the Hon. T. M. Wilford) is to take charge of the Bill, and the boaTd does not am tieipate any trouble in having it passed.
