Sir,—l should be pleased if you could :£nd space for the following report on the question of Lower Hutt Borough Bates etc.

In answer to" the deputation which ■waited on the Bower Borough Council on Monday Bth inst a reply has been received by the chairman over the sigria ture of the Town Clerk. His Worship the Mayor and his Council will not face :a test ease. "The Council is not now to facilitate the taking of a test case," vuns part of the text of reply. The ground of refusal is that more than 500 ratepayers have paid their -rates in compliance with the demand. His Worship the Mayor and Councillors will not face a public meeting and debate the question of Borough Rates and the Council's policy. Actual words •used are:—"His Worship the Mayor and Councillors do not see any reason -why they should be called upon to attend any public meeting called by your Committee." A meeting of the investigating committee was to be held on Priday of last week when consideration was to be given to the reply received and to further steps that might be taken. The matter of the Mayor's appearing in public before his constituent ratepayers will be the subject of further correspondence between him and the committee. —I am, etc.,
