What is interpreted as another German peace feeler has been cabled to the -Sow Yoik World. It conies from Professor Delhrueck. the noted historian. He says: Germany is ready to accept a world's court of arbtration for the purpose of settling disputes between nations, and it' Germany made such an announcement it might stop the All lies' grim determination to continue the war and probably shorten the conflict. He condemns Germany's failure to accept Mr W. J. Bryan's arbitration treaties. If Germany gave Tier opponents. particularly her western foes, more correct idiea of her own' aspirations, no doubt they would immediately be much nearer peace and should remove the impression that Germany in the past has shown distate for arbitration.
