at Rotterdam states that the German High Sua l'leet won another great vieury. perhaps even greater than that at Jutland, because it completely succeeded in avoiding encounter with the liriti.sh forces; hut it cannot claim another victory, because a number of Dutch skippers saw* what happened. These trained sailor.s witnessed all that happened : all the movements of the German squadrons: and their reports have proved conclusively that there is only one fact important, namely : On the finst news of the British fleet's appearance the Germans turned, iTnd all went full speed for home. The skippers say they sighted the TJerman grand fleet, of at least sixty vessels of all descriptions, at nine o'clock in the morning, guided carefully by three Zeppelins. The.v saw the same fleet at' six o'clock in the evening, with its attendant warships, steaming furiously eastward. What happened meantime is clear from the reports of other Dutch captains, who saw at least one British squadron at five o'clock in the aiternoon much farther south than the position of the Germans at G o'clock in the morning. Hie British then were heading north, towards the enemy. The Dutch also saw three Zeppelins coining from tho north, which, after they spotted the British, immediately returned towards the Germans. Half-an-hour later, the High Canal Fleet was madly retreating towards its base. No more was seen of tho German warships in the North Sea. but the Dutch saw the British squadrons (scouring the sea for many hours later. French fashion papers may not now be introduced into Alsace - Lorraine. The minimum penalty for infringement of the new regulation is one month's imprisonment.
