London, July The Post-War Commerce Committee i.s sitting privately, collecting depart'mental information. AT LUTSK. A correspondent writing from the north-west front, under date of 24th inst., states that despite rains and heavy roads the operations at Lutsk audi. Brody, commencing on July 21st, resulted in advances everywhere. The operations south-west of Lutsk resulted in the wrecking of carefully prepared Austro-German plans for attacking the region of Micliailovka, and in forcing the enemy back eight miles, with a resulting capture of fifteen thousand prisoners and one hundred thousand shells.. The Russians captured thirty thousand prisoners and forty gune in eight days. COMPULSORY MILITARY SERVICE (Renter's Telegram). Malta, July 126. It is understood that the non-inforce-mont of the British Military Service Acts against Britons residing in the colonies is due to the fact that the Acts are not applicable to Ireland.
