The question of Aviiether Genora; Joffre will be given a successor in commanding the western front depends upon the scheme adopted and the time absorbed in carrying it out. It 18 an urgent matter that his duties on the Avest front should in no way interfere with his vital Work in tiie Near East. While the Governments of the Allied countries must bake some time in which to know their oavu plans in the Balkans, they cannot be expected to know the enemy's. There are many indications that the enemy is executing a strange manoeuvre to turn eastwards, similar to that which preceded tho lighting on the Marne. He is ignoring the~"Anglo-French torces. There i* no denying the importance - of tho movement. How important it is General Joffre and Lord Kitchener must decide. The Allies can, without loss of their independence, establish a liason for co-ordinating their activities.
