London, Dec. 2 As the Serbians withdrew the .Bulgarian comitadjis under the brigand, Paul ivistov, took possession and placarded the following manifesto—"l (l or uOO yeans ye"were under the Turks, and 300 under the Serbs. is'ow ye arc free." The couiitadjis paraded the town singing and looting the deserted: houses and public buildings. There were pathetic scenes on Colonel Vassitch's retreat. The Serbian trudged, iootbore and famished, in u hurricane o' snow, the stronger encouraging and helping the weaker men. It was only tlie ghost of a-n army, and the wonder was that it still held together. The .Bulgarians pressed! them hard, out were beaten off and the retreat to Ochrida continued. The civilians at Ochrich were panic-stricken and <\ general exodus to Albania and Grcece commenced. The Kaiser is reported to be going to Constantinople. Washington, Dec. il.
