(Received Ibis Day 10.30 a.m.) PROGRJGSS IN RUSSIA. Petrograd, Augusi 30. In the Duma vigorous efforts are afloat to deviso means whereby the Government and the Duma may cooperate more effectively. Much opposition has been shown to the immediate introduction of Parliamentary Government, and arrangements therefore are being discussed whereby five members of the Duma and five imperial councillors may enter the Cabinet as Ministers without portfolio. The Russians, in order to enable a detachment to retreat through the mashy districts eastward of Pruzaut gave battle to General von JVLackensen on the Parldbno line south of Kobrin, but were defeated, although a portion of the retreating troops returned to their assistance
