The Emperor Francis Joseph, of Austria, has just celebrated his 8-Jrd birthday. "His long reign (says the Daily Telegraph) is a wonderful record, as we look back upon it, for it includes at one end so old-world an event as the victory of Radetzky at No vara, which secured the pacification of Italy, and at I lie other end the treaty of Bucharest on the other day, which .secures, as we hope, the pacification of the Balkans. Francis .Joseph has always been the champion of European tranquility, but his reign began in the midst of hostile conflicts, and his early years as Sovereign were occupied with a series of sanguinary struggles. On his 83rd birthday he can have no other desire than that his declining years should be passed amid the blessings of an assured peace."
