Discussion on the Army Annual Bill, in the House of Lords, is attracting considerable attention, especially Lord Hnklnne's remark that the dominions may yot do moro than defend themselves; also the suggestion that political parties may take counsel together which was passed subsequently by Lord Curzon. The Pall Mall Gazette supports the latter proposal. The Westminster Gajsotte states that if the Terriorials fall below srength the Government wil not adopt compulsion, but will increase the second line- of naval defence or retain u professional army until the so-n frontiers become secure. The Daily Mail declares that lust year's manoeuvres showed that the fleet representing Germany was able to land 28.000 men on the Yorkshire const.

In consequence of the increase in the navy estimates ar.d the Insurance Act he wanted an extra ~\ million, But new taxes were unnecessary. He was basing hie forecast on the assumption that the prospects for the coming year wero most glowing that British -trade ever had seen. He expected that the yields from taxes, Customs and Excise duties, with a million from the Exchequer balances, would give a balance of £185.000 for the new budget.
