[PHR I>REBS ASSOCIATION.] AMENDING THE BY-LAWS. WELLINGTON 1 , April 4. Tho City Council has approved of the principle in the proposed, amcndnient of the by-laws requiring the numbering of all seate in places of amusement and ensuring a seat to (•very purchaser of a ticket. The amendments were referred to the bylaws committee for consideration and report. FIRE IN A HOTEL" BAR. BLENHEIM, April 4. Early this morning an outbreak of fire was discovered in tho bar of the Federal Hotel at Picfcon. Tho bar was completely gutted. The flames spread to the roof. ' A steel ceiling on the lower floor saved the upstairs portion from hf-ing burnt. The flames were subdued by the brigade. The damage is estfir>ated at 3J350. The building is owitt-d by Adams Bros., of Blenheim.
