The Chambers of Commerce Conciliation Committee offered to arbitrate in the dock strike, and the strikers' committee 'has accepted the offer, provided the committee's intervention is requested by employers as well as workers. NEWSPAPER POSTAL HATES. The Hon. Mr (Samuel, replying to a deputation from tho Empire Pros*; Union, which asked for a uniform newspaper postage within the Empire (of one penny per pound), promised consideration, but said that tho present rates were unrcmunerairivo. Mr Samuel hoped itwould be possible to mako a further reduction in cable rates. i THE BRITISH NAVY. Unionist papers consider the Hon. Mr Churchill's programme disappointing. Some consider the margin of superiority too narrow. The Times and the Daily Mail consider Mr Churchill lias failed to provide sufficiently for new construction. The Daily News thinks there is an appalling situation, djiie to "friendships" which mask the antagonism of Germany.
