The Morning Post's (Conservative) suggestion that Hie j-utente with Enaice should hecom j an Alliance has aroused widespread comment. The Spectator (Conservative) cordially supports the proposal, but The Times' Paris correspondent says that the Entente is much more effective as a deterrent than an Alliance would be, except upon the basis ol an overwhelming land l'orce, and this is not available. The Manchester Guardian (Liberal) says that an Alliance is unnecessary and unwise, and woufd make the international situation more unstable and would greatly 'extend tho war area. PARIS, May 28. The journal Le Temps approves of discussion on the matter, but insists that neither side should propose anytiling which would increase its obligations without adequate compensation.
Other French papers are cautious. M. Delcastie (Minister of Marino) is forming a new division of the Northern Squadron, including five new submarines and three destroyer flotillas. ROME, May 27, Sir John Fisher (a former First Sea Lord) has conferred with Mr Asquith (the English Premier) at Naples.
