Scholarships as 'Bribes.'
In the coins© of his presidential address to the, British Association at Portsmouth on "Wednesday, Sir William Ramsay suggested that all winners of university scholarships .should be compelled to repay the amount won when their eircninstances permitted them to do so in later life. Ho spoke of scholarships as "bribes" and as "a. form of pauperisation' unknown to other countries. He calculated that bv this means f0,000,000 could be made available ;oi- university education one-fourth o this sum' which was needed to make that education satisfactory and complete.
