The Daily Mail's Rome correspondent states that Italy has received .assurances of neutrality from all the Powers. The Pope lias expressed sympathy with the Italian plans, and is of opinion that the occupation will constitute a triumph for progress and civilisation. ROME September 28. The Minister of Foreign Affairs has telegraphed to Constantinople reminding the Porte that Italy, for manj- years, urpel the ending of disorders and neglect which Tripoli enclural. T'hc- exigencies of civilisation had made a change vitally important. After setting out the various grievances, the Minister adds that the Government has decided to proceed with the occupation which is the Only solution, and expects Turkey will instruct Its Tripolitan representatives not to offer opposition. The Ministry will subsequently negotiate an agreement to settle a definitive -situation arising out of tihe occupation. A reply is requested within 24 hours. The first Italian expedition, comprising 22,000 troops, will be ready to sail on October 3rd. The squadron is concentrated near Syracuse.
