Admiral Bellue 'has ordered a squadron to land from his fleet all ammunition manufactured prior to 1902. He declared that he had a right to be furnished with ammunition which was not "an eternal menace and >a perpetual terror." Defects of "B" powder were not unknown, Ih'e said, because he had been advised to exhaust 'bis stock without delay.
