The Trades' Union Congress, bv 591,000 votes to 325,000, rejected a resolution to the effect that the National insurance scheme is unsatisfactory because it is contributory. Miss McArthur's proposal that the burden of insuring workers earning less than fifteen shillings per week should be borne by the State and employers was carried by 530,000 against 180,000. Ther<-> was an exciting scene when a delegate accused "Ben" Tillett of striking a Trade Unionist in the face. The chairman declined to forbid "Ben" Tillett to speak as he wai not cognisant of happenings outside the Hail.
