T grant you that so far as municipal enterprise is concerned Levin gives a lead to many municipalities of a larger area _ ami population, and is, in a fair way of becoming what might he designated a model town. This i happy state of affairs is in «■ great | measure due to the individual enj terpriso and tenacity of our worthy Mayor, to whom great credit must he given for the successes achieved by the various works which are innnj ieipally owned and controlled. But I the progress of a town does not ! alone consist of the success or failI ure of the enterprises under the, direct jurisdiction of our Borough Fathers. On every citizen there is an obligation which demands that ho should eon tribute his quota, to | the general welfare. Unfortunately, ' hhis obligation does not seem to he [realised by my fellow townsmen, or, as T have .already remarked, the self-interest of Levin townspeople is so dominant that the obligations of citizenship are smothered and destroyed. Within the last few months there have been several ; prominent illustrations of hive, effect iof this solf-interestodinoss. It is not j so very long ago that enough wind | was expanded about the formation iof a band to have driven <n fairly j large sailing ship from hero to Ausjtralia, hut no hand eventuated. j There wore also numberless meetings ] about connecting Levin and Greatj ford with a railway. The agitation was left to a few ; consequently nothing of a very tangible nature has been done in the matter of .securing an ultimate result. Then, again, great stress was laid upon tike importance of the developing of the district. In tills instance a slight I result has been seen, 'hut nothing i like that which should have omanatj ed from the opportunities at hand.
