[PER PRKBB ASSOCIATION. ] (Received This Day> 8.5 a.m.) LONDON, August 10. Sir H. Dalziel, Liberal .member for Kirkcaldy Burghs, will introduce a Scottish Homo Rule Bill on Wednesday. Ho proposes that a. Parliament shall sit at Edinburgh com--1 prising 144 members, being two I members for each of tlie present 1 constituencies. He does not propose any change in tho" present representation at Westminster until tho Federal system has been attempted. There is some uncertainty as to the result of tho division in the House of Lords. Tho question is: Will Lord Halsbury's followers be able to out-vote the _ Government ? Last night's debate failed to secure any accession to tho "stalwarts' " ranks. The Government ihas reintroduced the baths clause into the Coal Mines Bill in an amended form. Tt is stipulated that the owners shall provide baths if two-thirds of the men desire them, tho men paying half the cost of maintenance with a maximum of a penny (halfpenny weekly. Several members of the House of Commons argued that the instalment would cost £50,000, and riiin many businesses. Tt was impossible to get workers to use .baths except during working hours.
THE FINANCE BILL. The House of Commons is debating the second reading of the Finance Bill. Mr Llovd-George states that eiefbt hundred thousand properties had been valued and only twentv-fiv© appeals had been received.
