(FBEI PtIEBS XfiSOAtA-P'ON.-] WHILLfNGTON, This Day. The a,nnual conferonce of delegates of Bacing Clubs openedl to-day, Mr Clifford pi-esiding. In Ins address tire President mentioned that tho gravest movement during tho nast 'season luul been the eniacimont of further legislation affecting horse racing. So 'far as this reversed tho previous imposition of the baneful system of licensed bookmakers it nuist meet with cordial approval. Unfortunately last sessions Act went further and decreed the contraction of sport by a. rather peremptory process. ' [ To fortify on - ■selves against future attacks, added Mr Clifford, "we should amn at a higher standard in the appointments of our racecourses, and afford such provision for the comfort 'oi spectators as may increase the popularity of healthy open air spoil, Tt is remarkable that our opponents consist, almost wholly of those wlu> ■have no personal knowledge of the subject of their invective. Without' waiting for a desirable change of prejudiced opinion, it behoves us to combine for the preservation o our rights to all rational amusement not inconsistent with moral obligations The true defence, if o>llo were needed, was in establishing i" men's mindis that our aims, our processes, andi our practices arc .above suspicion. Never in tho history 0! racin" , had a count.l 7 a better opportunity for maintaining a noble sport in the noblest manner."
