Negotiations with Germany are described as courteous and even cordial, but the principal question, namely, territorial compensation to secure Germany's withdrawal, will not he touched 011 for another fortnight. There are indications that the French are preparing to withdraw from Fez.
GERMAN CHAUVINISM. BERLIN. July 13. Pan-German newspapers are insisting 011 the withdrawal of every French and Spanish soldier in Morocco, or the recognition of the western territory of Morocco as Germany's commercial sphere. The "Panther" has boon ordered home, but tho igunboat "Eber" relieves the "Berlin" in the event of the latter visiting other ports for coaling purposes.
