During tlie Reciprocity debate, Senator Nelson accused ' President Taft of usurping the treaty-making powers of Congress, aaul also of having infringed the spirit of Constitution. Reciprocity, in order to pass, ought to reccive a two-thirds majority of the Senate instead of the ordinary vote. Canadians followed President Taft regarding presidential treaty-making powers, and also in respect to "f realist iiiig" Canadian agricultural implements.
