Lord Haldano, in reiterating thab the Veto Rill must first be settled and hoping for ultimate co-operation of the two parties in reform, intimated that the Government was not dividing against the Bill. Lord Lansdowne. in winding up, said he had been criticised for not including representatives of the dominions in his remodelled Upper Chamber, but he believed they might adopt the suggestion without revolution a:oing far beyond the limits of the Bill. He defended the fairness of bis Bill, but in no wise wished it to be regarded unamendable.
