Mr Churchill, like his predecessor in office Mr (now )f>rd) Gladstone lias , consistently deprecated the enforcing of the existing Act which was I " passed _by Mr Balfou r's Government ' in 1900. Under AFr Gladstone, as Home Secretary, the Act was rendered a dead letter.)
