The War Minister announces that the full severity of I Ik- law will not bo applied a t iirst. Tho Mexican Finance Minister, interviewed in New York, ridiculed tho suggestion that the Americans sought to depose President Diaz. The revolutionist, leader, Medro, ! as addressed a Note to the foreign Powers guaranteeing the safety of t.h property of foreign persons residing in Mexico.
