Mr Holman (Attorney-General) explaining the Cabinet's attitude for refusing three petitions for the release of prisoners wlio served a. portion of their sentences after ba vi/iia: their death sentences commuted, said it was the desire to have the death penalty inflicted as rarely as possible. Ministers were under an obligation to see the sentences of imprisonment carried out, otherwise th? public would insist on the death sentences.
