Lord Cursson, at the United Club, suggested that tho reformed House of Lords should have 300 members, 100 picked from the present House, f>o selected from ex-Cabinet Ministers and occupants of great posts in tho dominions and dependencies, S"C appointed by tlie-Primo Minister of the day; by certain number annually, the remainder elected for a cer•tain term on a democratic franchise or nominated by local self-govern-ing bodies representing the counties and great centres of population. WOMAN'S FRANCHISE. Sir G. Kemp, Liberal M.P., has secured first .place, among tho private Bills for one conferring the franchise on women exclusively on Uie householder qualification.
