The ]M)lice of the Avorld have .succeeded in securing much definite information regardimr the strength of the various anarchist organisations, but- it is probable that the number of actual militant workers against the peace of society is very small, even in tho countries where the conditions of life are most seA'cro. Li Europe and America there are many thousands of discontented men and AA*omen who talk of "social Avar," and array themselves 011 occasions under the red (lag of anarchy, but Ahese people AA'onld not care, in the A'ast majority of eases, to identify themselves with coldblooded murder. They really are over-zealous Socialists, impatient of the slow advance of the reform movement along revolutionary lines. Russia produces more anarchists than docs any other country. The opprossive rule of the bureaucracy and the ruthless cruelties of the police have driven many Russians to desperation, and the result has been a long list of assassinations and outrages. The men connected with the terrible affair in London seem all to havo been natives of the Czar's dominions. Barcelona, in Spain, has been described as the centre of anarchist. propaganda in Western Europe, but a corres]H>ndent of the Times Avrote recently that lie did not believe that the city contained in all more than a score o'f men prepared to throAV bombs or use kniVes inmurderous atitack. The truth is that there is 110 dividing lino between anarchists of the Houndsditch type and the Avorst class of predatory criminals. , "The true anarchist," _ said an experienced London police officer recently, "is not a reformer Avith visions of an ideal existence: lie is merely a person of criminal tendencies, just as ready to rob a bank as to assassinate a king." The only reasonable method of treating a moral pervert of this description is to detain him permanently in some public institution.
