THE ATTACK

[BY ELECTRIC TELEGRAPH-COPYRIGHT.]

[PER PRESS ABBO I;j JkTION.]

LONDON,

September 23

Mr Austin Chamberlain, in opening the autumn political campaign at Birmingham, ■■declared that Tariff Reform and land matters would be the chief questions of the Unionist policy.

The revision of the Osbnune decision was contrary to tilie Unionists' conception of liberty, and it would be a monstrous abuse of power if tho organised majority forced men who, joined Unions for the sake of sick pay or relioi when out ot work to pay for the support of theii political principles they repudiated. _Mr Chamberlain added that foreigners were alert to court the custom and secure the trade of tilie overseas dominions. ft would Ik deplorable if the imperial Conference, passed without fortifying the Imperial trade position.
