Keir Hardie, M.P., one ol the English delegates at the Socialist Congress, caused a great uproar at yesterday's sitting by advocating a general strike in trades engaged in tiie production of war material whenever war wn«s declared. German speakers denounced tluEnglish Socialists, njul hooted British military and naval Estimates. Mr Keir Hardie denied a statement that he had promised to undertake a campaign amongst the workers against militarism. '
